Abstract

Pest risk analysis (PRA) is a key instrument of plant health. PRA is the process of evaluating biological or other scientific and economic evidence to determine whether an organism is a pest and if it is capable to cause potential economic, social and ecological consequences for the area under consideration. If the risk is not negligible, measures against the introduction and spread of the pest are issued to minimize this risk. Phytosanitary measures can have a significant impact on plant producers, landscape and trade and must therefore be appropriate. This article examines the legal framework and methodology of PRAs.
